Frederick Earl Westmoreland, an indisputable force of nature and unequaled character, passed away on January 6, 2016 in Midland, Texas. He was born in Lubbock, Texas on September 25, 1952 and moved with his family to Houston as a young child. Fred would vividly recall his happy childhood of roaming the streets in the neighborhood on his bicycle and engaging in all sorts of risky games with his brothers and friends. Fred sampled higher education at several Texas universities, and after a short and eye-opening stint of working in the oil fields around Post, Texas, he settled down and received a BBA degree in Marketing from Texas Tech University.Fred moved to Midland in 1977 and began his career as a stockbroker with Dain Rauscher and Merrill Lynch. For several years he has managed the Midland office for Liberty Heritage Group, LLC.Fred was a fiercely loyal and committed friend, brother, husband, and volunteer. His wit never wavered and the intensity in which he lived his life never faltered. Fred’s true passion was community involvement, and he fulfilled his desire to help others by serving as a board member, investment committee chairman, and treasurer of the Permian Basin Petroleum Museum; board member and chairman of Keep Midland Beautiful; investment committee member and board of governors member of the Museum of the Southwest; Midland Community Concerts/Live Onstage board member; endowment fund trustee and chairman of High Sky Children’s Ranch; Christmas for OUR Troops vice-president; and board member and chairman of The Springboard Center. He was appointed and elected chairman of the Parks and Recreation Commission, taught for Junior Achievement, and is a past president of the Exchange Club. The Episcopal Church of the Holy Trinity was also a recipient of Fred’s enthusiasm for service. He has been the chairman of the Membership and Community Council, Hospital Visitation Ministry, and a delegate to the Diocesan convention. He served as assistant scoutmaster for Troop 51 and was presently a member of the church’s vestry. One of Fred’s favorite volunteer experiences was playing Santa Claus every Christmas for charitable organizations. He brought cheer to clients and visitors at the Mission Adult Day Care Center, the Breaking Bread Kitchen, High Sky Children’s Ranch, the Museum of the Southwest, and countless others. One of Fred’s proudest accomplishments was being a member of AA for nearly 29 years and the mentoring opportunities it offered him to help others positively restart their lives. There is no one that could come close to being the presence that Fred was. Through the years, friends and family had offered to write a “Book of Fred’s” chronicling the numerous antics, tricks, mannerisms, witticisms, and “oops!” moments of his life. If it had ever been written, the pages would have been numerous and the double-volume book would have been a bestseller. In so many ways, Fred was often just a big kid in a grown-up’s body.He is survived by his wife, Debra, of Midland, brother, Todd of Midland, brother, Greg and his wife, Sarah, of Lubbock, and brother, Brad and his wife, Kandy, of Houston. Fred was also a fun and wonderful uncle to nieces, Kathleen, Meredith, Jane, and Anne and nephew, Forrest. Fred was preceded in death by his parents, Harry and Jane Westmoreland.Graveside services will be held Saturday, January 9, 2016 at 11:00 a.m. at Resthaven Memorial Park. Memorial services will be held Saturday, January 9, 2016 at 1:00 p.m. at The Episcopal Church of the Holy Trinity in Midland. One of life’s true joys was knowing Fred, and the greatest joy in Fred’s life was the extraordinary and heartfelt love he had for all of his family and friends.
