David Ross Stewart

September 22, 1955 - December 7, 2023

David Ross Stewart, age 68 of Midland, TX passed away unexpectedly on Thursday, December 7, 2023.  Mr. Stewart was born in Hobbs, NM on September 22, 1955.  David graduated from Hobbs High School in 1973 and New Mexico State University in 1977 where he was an active member of the Beta Zeta Phi Kappa Tau Fraternity and served as President ’75-’76.

Mr. Stewart worked as a Senior Regulatory Advisor for Oxy Permian and retired in December 2019 after 33 years with the company.  Dave worked in the oil business since 1978 and he and Beth lived in Hobbs, Abilene, and Snyder during their marriage, and were residents of Midland since 1986.

His parents David W. and Noma T. Stewart of Hobbs, NM precede him in death. David leaves behind his wife of 44 years, Beth Clarke Stewart and daughter Jessica E. Stewart of Midland.   His sister Dana L. Stewart of McKinney, TX, nephew Kutter Stewart Armstead of Farmersville, TX and niece Daley L. Seeker of Celeste, TX, also survives him.

David and I started the regulatory department at Oxy in Midland in the late 80’s or early 90’s. He was truly a joy to work with, so dedicated to quality work and fast response to the company’s regulatory needs. Everyone that David worked with truly thought he was one of the best and most knowledgeable regulatory person around. Even the regulatory agencies occasionally used his filings as examples of the right way to do it. Personally, he was a great friend and colleague and his upbeat attitude helped me many times as I struggled through my career. My prayers and condolences for Beth and Jessica. He often talked about you and was so proud and thankful to be a part of your lives. Please know that this world is a better place and I am a better person because of him.
