Billie Knoop, 79, of Big Spring, died on Tuesday, March 18, 2003, in a local nursing home. No services are planned at this time.     Mrs. Knoop was born on July 14, 1923 in Big Spring, Texas and married Lowell Knoop on Sept 8, 1945 in Big Spring.      She had worked for Big Spring I.S.D. for over 20 years as an attendance clerk. She enjoyed painting and country western dancing before her illness.     She was a member of the Presbyterian Church.     Survivors include her husband, Lowell Knoop of Big Spring, one son and daughter-in-law, Dennis and Becky Knoop of Houston, one grandson, Alex Knoop of Austin and one brother, Pat Boatler of Big Spring.      She was preceded in death by her parents, four brothers and four sisters.     Arrangements under the direction of Nalley-Pickle & Welch Funeral Home of Big Spring.
